If you {-# OPTIONS_HADDOCK hide #-} a module, then you get a broken link on the package page.

e.g. http://new-hackage.haskell.org/package/tls has a broken link to http://new-hackage.haskell.org/package/tls-0.9.8/doc/Network-TLS-Cipher.html

The current hackage has the same problem. It's hard to fix becuase Cabal don't know the info, it's only known from the OPTIONS_HADDOCK pragma. Perhaps we can just look for the file in the docs and not make it a link if it doesn't exist.

I'm not sure I'd say it's top priority.

This isn't a Cabal issue.
