When running cabal sdist it's easy to forget to regenerate the configure script. So cabal could compare the timestamps (but only if configure.ac exists) during cabal sdist and emit a very visible warning if configure.ac is newer than configure

I wouldn't consider this ticket easy without a test-case. Handling file timestamps in the test suite is tricky and needs to be handled correctly.
