Description of fix:
There's a bug in the lower markets that prevents the ambient NPCs from being reactivated. This is because one of the checks is if the Banes blackmailer is available, but the bool is for accepting the quest. So once you accept the quest, the ambients will be disabled for the rest of the game.

This can be fixed by adding another plot check for if the blackmailer has been dealt with - Bool 3871
