Ghost Kahoku Ambient Line after UNC: Missing Marines

ISSUE: If you save and load near Kahoku's position in the Citadel Tower after completing UNC: Missing Marines, his first ambient line will play even though he's no longer there.

Export ID/TLK Str Ref: Export 13532

FIX: Added bOpen: False to export 13532 (SeqAct_Gate_0) so that it's closed by default and only opens if UNC: Missing Marines hasn't been completed.
