Broken Ashley comment on Chorban in the Citadel Tower

ISSUE: In the Citadel Tower, Ashley was apparently meant to comment on Chorban while coming down the stairs rather than when you get close to him, but this doesn't happen since exports 2664 and 2662 both check for the same conditional (1129).
FIX: Converted export 2662 to a PMCheckState that checks for bool 7098 (Ashley_Commented) instead.
