Dead ECRS guard bug in Noveria Quarantine Lab #86

The guard that's suppose to be dead by the Quarantine Labs after letting you make the cure is hostile after the hot labs.

Sequencing in BIOA_ICE60_06_DSG.pcc updated so that the Guard Killed TRUE transition is fired before the Guard Mentioned bool is checked. Previously, this transition would not fire if Guard Mentioned was true, which would cause the dead guard to be present as an unkillable hostile after the hot labs was completed.

Fix ported from ME1 Recalibrated, huge thanks to rondeeno for the help on this one.
