According to https://community.openhab.org/t/authorization-per-sitemap-via-reverse-proxy-and-custom-router/60848/9 the openhab-auth-router does not enforce any access restrictions when run in front of OpenHAB 2.5.

I was not able to reproduce any issue with openHAB 2.5
