Libre is a P2P messaging app based on Briar (https://briarproject.org/) extending its functionality to support the coordination of groups of people (eg in desaster situations, demonstrations) and speech communication.
As a peer to peer messaging tool it is not dependant on a central server and supports alternate communication channels as WiFi and Bluetooth meshes.
