¨ instead of " placed when using US-International keyboard layout in Win7 #1097

Using the United States-International keyboard layout allows for quick access to accented/modified characters through key sequences like <"-e>, <'-i>, and <~-n> (ë, í, and ñ, respectively). Pressing <"-space> results in a single double-quote ("), and any sequence that doesn't map to a proper character, such as <"-f> results in both characters being placed ("f).

Hexchat seems to have a problem interpreting this, placing a diaeresis/umlaut (¨) instead of a double-quote (").

Attempting a Keyboard Shortcut workaround was unsuccessful. Umlauts were still placed instead of double-quotes.

Setting Keyboard Shortcut of <Ctrl+'> to "Insert in Buffer" a double-quote (") is my current workaround.
