Hey again,

This commit just fixes the name of a subdivision in Cambodia so it can be found by Google geocoding. (The rest of the Cambodian subdivisions work fine). In the future, what's the best way to deal with these small changes? For example, I don't think it's worth bumping the version for such a tiny commit. I'm happy to just point my Gemfile to your github repo. What do you think?

I will probably bump the patch level version for small updates like this. I bumped the minor version last time because it changed the format of a large amount of data and if people were expecting it in the old format they might have unexpected results. But I want to keep the official version as fresh as possible so I will try to push them out quickly even for little changes.
