Error in election demo description

Actual behaviour

1. The demo description for the election demo contains incorrect information:
   "In the grid the electoral vote may be modified by the user."

2. Typo: District Of Columbia

3. The file with election results contains a lot of data that is never used, containing election data back to 1976 while the demo only uses data back to 2008. Loading excess data hampers performance.
