Impossible to build hikari from Pipy #1399

Steps to reproduce

  1. Download hikari from Pypi:
    https://pypi.org/project/hikari/#files
    https://files.pythonhosted.org/packages/12/02/29e3814b203abff8cc9e79e92808a3a337972ad20b0a07cbaaedf8024306/hikari-2.0.0.dev113.tar.gz

Expected result

Actual result

When downloading the archive from Pypi, there is no speedup-requirements.txt file, although in MANIFEST.in the file is specified

Because of this, it is not possible to build hikari from the archive
