Enchanting doesn't work with things it should work with?

Mini Utilities (tools & armour), Advanced Hook Launchers, and Better Nether Reforged all show enchantments available from Just Enough Resources. Advanced Hook Launchers and Better Nether Reforged also show the ability to combine with enchanted books in the Anvil according to JEI. Of the three, only Better Nether Reforged is able to receive enchantments in the enchantment table or in the Anvil. Mini Utilities refuses to even be placed into the Anvil.
