field basedOn on performer task #251

reading the cookbook v0.1, I see that a performer task must be linked to a prescription via its basedOn. However, this field is not set as "must support" in the profile https://build.fhir.org/ig/hl7-be/referral/StructureDefinition-be-performer-task.html. Why ?
