Update Code & Icon Sprites

SVGs that can be referenced by an Author should not be in the icons.svg sprite file.

Any/all other ones that can be referenced by code should be.

This may mean removing or not using the decorateIcons to render these. Or building a different one that understands building a reference to the sprite fie..
