NFR: 404 Page Localization - Primary Markets Volvo

Description
Currently, the 404 page for all markets is displayed in English. Since this page is hardcoded, we need to update the code to display the page in the local market language.

This change needs to be applied not only to the VolvoTrucks repo, but to all multi-language speaking markets.

Acceptance Criteria
The 404 message displays in Spanish in the following markets:
Canada

The 404 message displays in French in the following markets:
Mexico

Helix5 upgrade must be completed before this work can be planned.
