Unless a field is specifically identified as allowing null values, all fields must contain data. For fields with response categories defined in the data standards, blank / missing values will be exported with a value of 99, which is defined by the HMIS Data Dictionary as ‘Data not collected.’
Please advise if this rule should also be implemented in XML report, because it looks like we may have some problems with XML validation rules for cases when 99 is not in the response list.
