tracing spans in ghost actor flows #466

there are a couple references to spans in ghost_tracker that were copied over from zombie_actor... but they're not properly / thoroughly implemented.

we need to have a comprehensive tracing story in ghost_actor... that probably means adding them to the HandlerCb and ResponseCb function signatures.
