Stale bot does not close some older tickets automatically

The problem

There are over 2300 issues outstanding. Some of these date back to as early as 2019. Many of these aged tickets are not being automatically closed out by the stale bot. Why is that?

Example ticket that was opened Sep 28, 2019 with no activity since then (except one instance where the bot tried to close the ticket on Jan 27, 2021) - nothing since then.

There are certain labels on which the stale bot doesn't close them, like help-wanted and no-stale
