Create persistent notification if config validation errors occur. #3555

During startup of Home Assistant, if we experience a configuration validation error, capture the message and add it as a persistent notification. That way the user will be notified in the UI that not all components initialized.

Do we want to group these errors in a way?

  • add notification tile per platform (with detail of failure)
  • add failure tile with a list only of failed platforms, components & validation errors
