If there is a way to add these xml files to a system running via a HassOS image, it is not clear how to do this (at least I have not found any official documentation source that provides this information). Let's assume for now that we're using the HA 'built-in' version of open-zwave, and not the add-on.
It seems like the ability for people to add these files should be a high priority, since they allow HA to 'support' more devices every time a new xml file is added.
Perhaps even better would be a docker-based add-on which automatically pulls in the latest config tree from the open-zwave repository, and makes these available to HA, so that no manual installation is needed.

Files like the following (which provide information needed to properly recognize and control zwave devices) get added regularly to the OpenZWave repository: https://github.com/OpenZWave/open-zwave/blob/master/config/wink/wnk-mot1.xml
