Z-Wave: migrate to pip package #7403

We should migrate the Z-wave integration to use the newly available pip package: https://pypi.python.org/pypi/python_openzwave

We should also make sure that the default config path that we base on the file location of libopenzwave is still correct.

Also we can remove building open zwave in the docker image
