Add tahoma io:AwningValanceIOComponent

Description:

Adds io:AwningValanceIOComponent (same like io:VerticalExteriorAwningIOComponent), sorts the devices and removes duplicate rts:BlindRTSComponent from cover.py. Following the issue #24673 the devices should be the same and behave like the same.
