Rough idea:

Take race/ethnicity IFR and translate reported deaths to infections
need rough estimate of proportion of infections that are symptomatic cases (check if we actually include this in the model -- if not, ignore this)
reporting rate = empirical cases / estimated symptomatic cases OR empirical cases / estimated infections
need to think about age
need to account for timing and delay to death
