Libraries.load() should be more configurable.

Libraries.load() should be configurable so we can load external libraries.
We can bootstrap Libraries.load() in meemaw.sh by specifying the base path for load() to use and the rules for how to look for a file to load. This will make it easier to integrate with other code bases.
