how to send files without internet?

i tried the app and it worked fine on wifi network but it failed to do so when i connected the devices with hotspot without internet.
what settings do i need to change in order to transfer files over hotspot/network that doesnt has internet.
if required, i will share the error code.

Try setting "Force Local Only" and it should attempt to find peers using multicast.

Can you brief me how these 2 modes differ from each other (with less technical terms).

Force Local Only - Find other machines using local network messages.
Disable Local - Always send through the internet, even if computers are next to each other.
