请问在调用openai接口时，你是否出现了对方主机无法应答的问题？

requests.exceptions.ConnectionError: HTTPSConnectionPool(host='api.openai.com', port=443): Max retries exceeded with url: /v1/chat/completions (Caused by NewConnectionError('<urllib3.connection.HTTPSConnection object at 0x0000022565C63948>: Failed to establish a new connection: [WinError 10060] 由于连接方在一段时间后没有正确答复或连接的主机没有反应，连接尝试失败。'))

本机电脑网络是没有问题的，但是就是无法请求成功。
