Can't scroll in Safari

In Safari on macOS I can't scroll the main content with the mouse, except when the cursor is positioned near the bottom portion of the screen. This seems to only occur in desktop mode where the right sidebar is visible (width above 1051).

I don't think it's caused by the header video, which was my first guess, since the "unscrollable" area of the screen is bigger.

Can confirm that this is still occurring. I can scroll with spacebar/arrow keys but trackpad/mouse is unreliable.
