馃摎 The doc issue

As stated in #2579 , we want to use Read the Docs to host our documentation. In this way, tutorials and API documentations will be visited from a single entry. This issue will mainly discuss the appearance of the RTD website. Ideally, we should use Tailwind for style consistency. However, it can take some time to implement a tailwind-based theme, therefore, we should use an existing theme which looks more modern first.
