add support for offset on sliders

It would be more natural if there was an option for there to be randomly timed "100" slider hits, as there is more leniency for sliders.

There is a way to get 100's and 50's on circles and sliders, that's by using the offset = ###, try setting the offset to 25 or more or you can try to control when you get lower accuracy by using the Double Delay key.
