See discussion in #655; the is a placeholder for that.

I suspect we could improve things by:

  1. Creating a Representations section in 3. Terminology and Core Concepts
  2. Reviewing the use of representation (I see a few places where it's questionable)
  3. Relating messages to representations more consistently, and clearly calling out their differences

I will create some PRs.
