Specify data type for "nonce" #1728

The "nonce" signature parameter does not have a specified data type. We could be strict and force it to be a sf-integer or sf-string, or we could be loose and allow it to be any sf-item, which is what's currently implied but not stated. I'm personally thinking it should be an sf-string, but am open to other arguments.
