Section 11: "carries the CONNECT method" reads oddly. Should it be "uses the CONNECT method", per "The CONNECT method (see Section 9.3.6 of [HTTP]) can be used ..." in Section 3?

Original:

 When a request stream carries the CONNECT method, the scheduling
 guidance in this document applies to the frames on the stream.

Both H2 and H3 have a section called "Connect Issues" that says

A proxy might also maintain some resources for a TCP connection beyond the
closing of the stream that carries the CONNECT request

I tend to agree with the RFC editor this text sticks out, so I would suggest we just say

When a stream carries the CONNECT request, the scheduling guidance in this document applies to the frames on the stream.
