Make it no longer necessary to inform parameters of gears to start, and allow enable and disable the gears through commands to the hubot.

For that some requirements should be developed:

The first time the hubot starts, it will have to set an administrator
The administrator can enable and disable the gears
The administrator can make the configuration of the gears through commands to the hubot
