Client - balance paper account not showing

Describe the bug
Upon testing Version Dev 1.5.0, we have noticed that when you call on balance paper command, it prompts a You have not set any paper account balance message. We have also tested this by creating a simple pure market making strategy with paper_trade exchange and called on balance paper command, doing this will also display the same prompt.

Steps To Reproduce

Here are the steps to reproduce the issue (see attachments in the section below):

1. Clone latest Development version 1.5.0
2. Start Client
3. Enter balance paper command
4. Create simple market making strategy
5. Use and paper_trade account (Ascendex, Binance, Gateio, or Kucoin)
6. Run balance paper

Arnel, we review this issue, could you please add an evidence of a hummingbot version that this paper balance is loaded when you start the client?

Issue Update: This issue has been fixed in Dev1.6.0 and is no longer needed. Closing Issue.
