Some things I've seen that need fixing:

• use of system() could be replaced with Perl native calls instead
• adherence to TexLive directory structure is not checked (note that in https://github.com/hv15/tllocalmgr/tree/v0.8 this leads to issues with TLPDB needing the $root/$Archive directory)
• local installs are not tracked (info and status commands do not list them or show them installed)
• use package specific configuration to, for example, add symlinks or documentation (this action is not generic, so tllocalmgr would need to be able to apply this custom configuration/packaging steps on a per package basis), inspired by pagkages with additional symlinks #7
• add option to list out packages that can be updated per Update all #10
