This repo is unmaintained for quite a while, so you need to explictly specify python-telegram-bot==13.2 here

And in #5 , the author added another ENV called OWNER_CHAT_ID, which is also necessary to be declared in Dockerfile.

What's more, if you are using irregular POP3/IMAP server domain, modify it here to match your own needs.

You can also checkout my fork here, with added IMAP support and up-to-date python-telegram-bot dependency.
