Tarballs were provided for the 0.0.1, 0.0.2 and 0.0.3 release; however, they are not available for 0.0.4. Since development is now targeted at 0.0.5, could 0.0.4 be officially released? I'll update the Fedora packages as soon as that happens.

I think you noticed that development is stalled: the maintainer has other business to take care of. There will be no release in the foreseeable future.

That's what I assumed as well, but it's odd seeing release notes already written for both 0.0.4 and 0.0.5 when both are not released yet! And I've worked with upstream projects with rather odd release policies before -- some where they just put a comment on a revision (without tagging), and some where the released version is nowhere on the VCS -- that I assume the tarball release might have been omitted accidentally.
