Client's "Show all annotations" is different height than adjacent "Hide Highlights" button

Is this a simple design fix? Make the Show all annotations button a couple of pixels less tall?

The bottoms of these two buttons are aligned:

(The Show all annotations button's bottom is aligned with the eye button's bottom, not with its dropshadow.)

But the tops of the two buttons are not aligned because the Show all annotations button is taller.
