When my cursor is hovering over a window, if it happens to be over the window's border then scroll events don't propagate to the window. This seems to be true for every program except for kitty; somehow kitty is able to scroll even when my cursor is over its border.
How to reproduce
Launch any program other than kitty (e.g. Firefox, Chromium, Audacity, VS Code, etc.) in hyprland with the default configuration (optionally set gaps_out = 0 and border_size = 10 to make this easier), place your cursor over the windows border, and scroll. The window will not respond to the scrolling.
