Dropdown in Brave Browser toolbar is treated as another window with focus follows mouse

Describe the bug
When Focus follows Mouse is activated, the extension dropdown window in the toolbar is not accessible. The same haoppens with the downloads button.

Applications:
Brave Browser (didn't try that with Chrome)

To Reproduce
Steps to reproduce the behavior:
activate focus follows mouse
click on the extension dropdown

Expected behavior
Dropdown should not be closed and be accessible since it belongs to the same app.
