Can't reuse keyboard shortcut #565

A keyboard shortcut cannot be reassigned to another setting unless amethyst is restarted.

How to reproduce:

Open Settings
Set keyboard shortcut for 'Cycle layout forward'
Close Settings
Open Settings again
Remove shortcut from 'Cycle layout forward'
Try adding the same shortcut for 'Cycle layout backwards'

Intended result:

The shortcut is set for 'Cycle layout backwards'

Observed result:

No shortcut is set

(Of course this is reproducible with all settings, I just chose the first 2 for this example)

macOS 10.12.4
Amethyst 0.11.2 (45)
Using customized colemak keyboard layout
Swapped ctrl and cmd
(Not sure if the last two have any impact)
