NPM scope - Generate capturable metrics from dependencies

Summary

Given a list of dependencies, create a "dependency.count" ScopeMetric class implementation to convert each dependency into a capturable metric according to defined in https://github.com/carbon-design-system/telemetrics-internal/blob/main/tech-designs/td-06-npm-scope.md#dependencycount

If possible, hook this up all the way from reading the dependencies from the pacakge.json/package-lock.json files
