The code developed by Niels with the mirror-image plots seems to be broken. It is not being used by more experienced submitters, and confuses the newbs. This section could benefit from a rewrite.

e.g. Germany uses the automatic detection script in some gears to generate speed thresholds. In others (some static, some where there is little data) it takes fixed values from a lookup table.
