The directory zones is missing under the directory var/lib/icinga2/api in the installation layout.That's the reason why configuration synchronization fails with the following message:

[2014-12-04 13:29:26 W. Europe Standard Time] critical/ApiListener: mkdir() for path 'C:\Program Files (x86)\ICINGA2\var/lib/icinga2/api/zones/global-templates'failed with error code 2, "2, "The system cannot find the file specified.""

After creating the dir zones manually, sync is just working fine.
