Is your feature request related to a problem? Please describe.

This kind of feature was already requested by another user in the community forum 2 years ago: https://community.icinga.com/t/notification-on-downtimecreated-event/4448/8
For planned maintanance, it would be very helpful to send a Notification before the maintenance starts, so the stakeholder will be informed in advance.

Describe the solution you'd like

A new Notification Type Filter called DowntimeCreated beside the already available Filter DowntimeStart, DowntimeEnd and DowntimeRemoved
