Brief description
As described on the Windows build instructions, the current Visual Studio 2017 solution requires a pre-existing installation of the former Intel Math Kernel Library (MKL) headers and libraries.

Intel now publishes the Math Kernel Library via the Intel OneAPI Toolkit. This feature request will implement changes to the Visual Studio 2017 and 2019 solutions to enable compilation with the Intel OneAPI Toolkit.
