Allow referencing the locationSet.exclude

It would be great if one of those forms where supported:

    "locationSet": {
        "exclude": [
            "{highway/cycleway/bicycle_foot}"
        ]
    },

or…

    "locationSet": {
        "{highway/cycleway/bicycle_foot}"
  },
