In the original FOLTR paper two evaluation settings were considered:

  1. a central server learns, centrally, on all data (single-server OLTR baseline)
  2. a central server learns federatively on all data (FOLTR)

However, there is one more baseline setting that can be considered:
3. each site learns a ranker just on their own data (single-site OLTR baseline)
