The term "stateful environment" is being used, generally, to refer to the matching condition contained in an EMT. The definition of EMT uses the term "Target Environment" to refer to the expression in the ACS to which EMT Claims will be added. It might be better to use more consistent terminology throughout the document when referring to a matching condition. Such as "TE matching condition".
We may want to tweak the EMT definition to better explain that "there is a TE matching condition within the EMT that is used to locate target environments within an ACS to which the EMTs Claims may be added. A TE matching condition may be stateful, meaning both environment and measurement Claims can be part of a TE matching condition".
